
There are a number of rumors about a special committee, organized by the President of the Federation Council, that has the mandate to investigate and respond to the increase in Pirate activity within the boundaries of Federation Space.
So far, 'no comment', has been the consistent answer to questions posed about such a secret committee. The UFP/ITA had, at first, confirmed the committee as a credible group. Later, 1.4 stardates to be exact, the UFP/ITA then denied that any high-level connections between the commercial interests of the ITA and Federation Council officials had been organized or that any was likely to be organized.
This situation is roughly analogous to the creation of Starfleet, as the Romulan War was starting to take on greater impact, the then newly formed Federation Council started a secret operations committee, which later became Starfleet Command. Considering that the new (returning) admiral of Starfleet, Admiral Sievak, was an instrumental member of that original committee, could he now be mastermind of a re-make of Starfleet?
Other commentators are not so generous, there are concerns that the commercial fleets may be co-opted into something entirely new, sort of a civil version of Starfleet, with the same mandate to disband further independant operators. UFP/ITA licence-holders are getting antsy about the value of their contracts and the very clear and present danger of operations around the new 'free trade zone' of Orion Space.
Formerly Orion-aligned worlds are also becoming less hospitable towards Federation licenced operators and Federation based ship-designs. Many older ship designs are suddenly back in 'vogue' for deep space operations and starship re-fitting operations that had given up on designs from the pre-ITA era are now getting a new life, along with many older space-hands willing to get back into the stars.
Whichever way the new committee goes, the need for relevant action to slow the pirates down is now.
